Yes, but please don't let them just lop off the bottom. Nothing looks more stupid than a man in a suit jacket that has the pockets all the way down at the hem. They need to move up the pockets and re-cut the lapels to bring them into proportion. It's an investment but it does affect the way people treat you.

Yes. If you want to make it a lot smaller (read several sizes) it is not easy and probably won't produce the results you want, but one size is very feasible. It will be expensive, though, so be sure the garment is worth the added expense!
