Get the judge to reorder with the woman standing there...it's possible she just couldn't afford to keep the phone on and you will have to reach out for other ways of communication.

Fist of all you dont really know if the ringer is turned of or not. in the event that its a cell phone and phone is turned of..and you are calling during normal hours...not like at 3:00 am.
I suggest you start keeping a log of the times and dates you had tried calling your child.
Leave messahes if possible, asking to return your call, and leting her know that you have been trying to contact her.
I would do this for at least 1-2 months. keeping a log on every message I left, calls made, call times.
If you see at in a reasonable period, you have not had contact with your child...then go to and proceed legally.
What ever you do...do not stop paying your child support...not even to try to hurt her because you are upset, for this will only hurt your case.
