No -- it is NOT ok to steal -- and after living through 2 major hurricanes that hit my area during the 2004-5 hurricane seasons -- NO!
Far better to work hard, be prepared and have the supplies on hand to provide for yourself and your family in an emergency than to steal. It just is wrong, and nothing can justify stealing in any way.

It is very wrong to steal, even if you are 100% sure, you won't get caught, if you have any cooth at all, your conscience would bother you for doin so, I have always said, if you can't earn it, you don't need it, and if you did get caught, are you ready to face the consequences?

Depends on what your stealing and why. If you stealing food because there is NO OTHER way to feed your children, then it's always okay. In almost EVERY other case, it's WRONG to steal.
