Because most charities are organized as non-profit corporations that spend an inordinate amount on executive salaries, bonuses, perks, and benefits. That leaves little money left for the charitable activities. Charity organizations are just another business, just like any international corporation, church or non-profit group.
The hierarchy and organization structure interferes with the charity's ability to get things done. As I've always maintained:
"The larger a corporation, organization or government gets, the less manageable it becomes and the fewer people benefit from it." -RKO-

As long as there are people who buy shirts that ridiculously cost $1000 or more and ignore the fact that buying these shirts - or even bags and shoes that cost thousands of dollars - can actually be put to better use, poverty will never vanish.

I live in the Philippines, a third world country, and it is such a sad fact that whenever I go to school every morning, I pass by children who should be in classrooms rather than in streets.

Some charities take a lot of what is given for themselves.

Some governments are very corrupt and want to keep their people poor and sick so they can keep the aid coming in so they can steal it.

Some governments are just very poor at governing.

Some if it is that we are more aware of the poor and sick.

Some of it the charities themselves if they really fix the problem then they cease to exist.

Some of is greed, some people find out they can get stuff free they suddenly claim to be poor.

So not just one reason, lots of reasons.

Please realize that charities have more than one function. They exist to not only help their target clients, they also exist to provide employment and meaning to the folks who work there. If everyone agreed as to the proper way to dispense charitable givings, there would only be one Humane Society, or one Soup Kitchen. We know that it is not so. People have their own ideas or agendas regarding how these enterprises should be run. As the population of the world continues to grow, so to will opportunities to help others, while being paid for it. The poor and ill, well they will always be with us.
