I think to some degree morals were always there. They just may not have been structured and organized. Once society placed certain laws, morals were clearly defined. Obey the laws & be a moral, upstanding member of society. A conscience, a sense of right & wrong are within you, they are not imposed on you. They must have been there since the beginning of time.

Actually morals were discovered and not developed over time.
Abraham's half brother, JoJo, was wandering around with his flock of sheep about 4,000 BC and noticed that his sheep were gathered around a flaming bush. This perked up his interest so he went over to investigate. The flaming bush started talking to him and he was dumbfounded, probably because the bush was a babbling bush, and it was actually reading off a recipe for mutton. But JoJo was sure that there had to be something more significant to this. He had just learned how to write a few words, "good", "bad", and "God" and stuff like that. So he wrote them down. Later he showed that to Abraham, who was not going to be out done and invented religion to justified his morals by saying that God said it had to be that way. And you had better not mess with God because he likes to torture people who mess with him. That was the origin of morals.
It took another thousand years before sex in public was frowned on, mainly because there wasn't much public to be public in. New York City, on the other hand, was invented, and without any flaming bushes, and some say, without morals.

Man is a higher "form of life", not just a more evolved monkey. He shares some of the characteristics of the animal kingdom but he belongs to the "human kingdom" not the animal kingdom.
It is assumed by many that man is just another form of animal.
With that premise it is justifiable to behave like an animal. Have sex in public etc.. as you mention.
Just as to acquire sciences we need a teacher, mankind has had many "spiritual teachers" who have refined his character in the course of history and taught him to acquire "virtues". These were Abraham, Noah, Buddha, Zoroaster. Moses, Jesus, Mohamed, Bab, and Bahá'u'llah.
