A baby is "completed" by 12 weeks in utero. The remaining 28 weeks serve to mature all of the organs and such. A term pregnancy is considered 38-40 weeks

A baby is considered full term at 38 weeks. They can survive several weeks before this with medical intervention, but 38 is the goal for self sustained life.

It takes 9 months hence why women are pregnant for 9 months.
Babies can survive if born after 28 weeks but there is a risk with all premature births!
