I can find the army base and get in but i cannot find the helicopter.

I could be wrong, but I think you need to collect a certain number of hidden packages (or complete a certain percentage of the game or somesuch...)
It does not just appear right at the start, you need to unlock it...

the bottom is ideal next to the airport. Fly over it with a helicopter and watch them shoot at you so be careful. as far as i can bear in mind you get no military helicopter. the nearest ingredient of that is each and every so many times a sea sparrow copter with guns fastened on it spawns in at Diaz's mansion once you aquire it. besides the undeniable fact that i trust you should get both a particular quantity of hidden applications or funds to aquire it to take action. No planes are drivable in Vice city. In San Andreas they're although (you may also swim in San Andreas). No copters on the bottom yet you're secret weapon is there once you aquire it after winding up the missions.
