I got myself a refurbished IBM thinkpad (which is a very good peace of art) from www.tigerdirect.com for less than 500$ almost a year ago. I have just checked for you, it is available for less than 350$ probably including shipping and taxes. It is really a very powerful "peace of art"
You will find in the website the ability to search according to price range and popularity... have fun! I have to note though that they might take a bit longer than expected to ship the labtop.
If you are not inside USA, try Lenovo good price, good stuff. Other than that, any labtop would do! here are some brand names Asus, IBM, HP, DELL, Fujetsu-Siemens, Toshiba... The list might never end and it depends again on your local market.

Men always go for Laptops that performs well even though they may not look got. So, you have to get one with a low budget as well as one that have even some performance.
I can just give you some basic configuration that is an OK type with a low budget,
Intel Pentium IV (1.5GHz)
256 MB DDR RAM
32MB VGA
40/80 GB Hard Disk (7200 rpm)
other accessories.
Such a confihuration will normally cost around $800 - $850. I can suggest the following best brands in the market.

Right now there is a great deal on a laptop that is good for basic home use. It is a great choice if you need to do basic web surfing word processing stuff. It is an HP and you can get it for $299.99 after a hundred dollar mail in rebate. There are some restrictions but I will definitely be getting one... It is such a steal! Oh ya you can actually get the notebook for $99.99 but you have to jump through a lot of hoops and it will probably will end up costing you more in the end...
If you need to get Microsoft Office check http://www.newegg.com and look for the educational version. It will set you back about $80.00 but it as all the features as more expensive versions. Just follow the instructions and install it for him... He would not be disappointed with this laptop!

After some serious looking around, I bought an Advent from PC world for £450. Its as good as my Wife's Philips which cost £990 and even has a better screen. Some of the usual features are missing, but nothing that I or he would ever need. Build quality is good and it even has a DVD Writer/Re-writer!

VGA for Monitor. Built in Mic with external Mic input on rear and it is also configurable for Surround Sound with no other hardware required.

Your best bet is looking online. try www.newegg.com and www.tiger-direct.com. i'd recommend looking at Acer laptops if your budget is about $500-600. If your budget is more like $1000-1200, check out the Apple Macbook. For anything in between: Hp, Dell, Acer. Try Newegg first though. You can browse laptops by price, and they have incredible shipping and service.

None of the PC laptops come with the full suites of software, tehy only come with TRIAL versions, that cost $650 MORE to activate!
So, as a PC and Mac tech, who runs Linux on everything, I recommend http://pclinuxos.com Linux on a used, refurbished DELL http://cheaptronicsdepot.com (see that page, for the $249 to $549 Dell Laptops with warranty)!

Dell, Dell, Dell!! - best value for reliability/performance. Toshiba and Hewlett Packard are good too. Stay away from PC World they are rip off merchants.

DO NOT go to P.C world. For anyone inn the U.K who's into computers the slogan goes something like, "P.C World, for people who don't know better".
Buy a Dell inspiron online £350 - £400. Mine came in 2 days and is great.
