You have a pop-up blocker installed. If you don't want it there you can go to Start - Control Panel- Add/Remove Programs then search for a pop-up blocker program. If you don't want to do that or want the pop-up blocker program to remain installed but you want to look at the site press the control key while you click on the desired site.

That's definitely your school's internet firewall thing. It's supposed to block you from going to inappropriate websites and playing games. However, it's just a nuisance because stuff still comes in through image searches that nobody wants to see, but it blocks some history websites of stuff such as the holocaust.
Good luck getting around it. You could try a php based proxy (which means a website that you go to and type in the web address and it takes you to that website), but they might block THAT website with the firewall as well. Some might still work, I'd suggest trying to find newer and newer ones if you have success with that type of thing.

your web browser probably has a setting that prevents u from going to that site. unfortunatly, unless ur a comp. genius, u wont be able to change the settings without a password.
