Chlorine ion has one more electron than cholorine atom. It take on one more electron to have the same number of electrons as the nearest noble gas: argon.

Fluorine atoms gain one more electron to become an ion. One more negative charge. It takes on one more electron to have the same number as the nearest noble gas: neon. Fourth answer only.
