The easiest way to get nail glue out of something is always acetone (nail polish remover). However, if you have a real silk dress, i would advise taking it in for professional treatment, as doing so yourself may cause the material to bleach or deteriorate.

Acetone is powerful, so test it first on a spot that won't show. If it doesn't work, can you do fabric paints to make the glue look like it's supposed to be there?
