I've seen some metal circle cutters online which go up to about 20cm but nothing bigger, any ideas??

I've not worked with vinyl film but would this work?

1. Find a string 30 cm long.
2. Tie each end of the 30 cm string together.
3. Test the solution on a piece of paper. Push a thumb tack
(loosely) in a piece of paper and put the string over the
thumb tack.
4. Put a pencil in the other end of the loop and draw a circle
on the paper.
5. Adjust the string if the resulting circle is not 30 cm.

Create a template by using string, a pen/pencil and a tac.

Take some string and tie a pen/pencil to one end.

Position the pen/pencil vertically, so you could use it to make a mark, then measure out from the point the pen/pencil would make a mark and measure out 15 cm with the string.

Then use a tac or something to position the other end in the center of where you will be marking a template.

Hold the tac in place and then extend the string completely to use the pen/pencil to draw a complete circle around the tac, but at 15 cm from the tac (this will give you a 30 cm diameter).

Then, you can cut out this circle and use it as a template to draw around the vinyl to make your circles for cutting.

I would get a small stanly knife blade stick it on a protractor with adhesive tape set the protractor to the required size test it on paper until you are satisfied you have the right cut the get on to the vinyl, there may in fact be blades that will fit into a protractor , check out the hobby centre if near you

Any good tinsmith should be able to make you a cutter like a cookie cutter

yard stick ,drill hole at 30 , ... or 15 . use a template !!!
