That is a very generalized problem without more specifics its hard to help you. are you talking it starts up slow or programs load slow or video game frame rates are low? Also what are the basic specs of your system Processor, RAM, Video card, and operating system.
All this information would be helpful in correctly answering your question.
That said if you are talking about general slowness on startup and opening programs this is what I would look at
Spyware/Adware- if you are not running any spyware protection you likely have it and this can really slow down a system. There are several free programs I recommend Spybot search and destroy, AdAware and spyblaster I strongly recommend runnig all 3 if you don't ave a commercial product like spyware doctor. the important thing to remember is that most antivirus programs are not geared towards spyware so don't think an antivirus program will stop this problem.. if youare not runnig spyware protection I would erg you to at least get one of the free scanners and do a system scan and see what it shows. If it shows a lot of problems let it try to clean them. If it can't clean some try restarting your computer in safe mode and rescan the system. Either way if you find you have a large problem you might look at one of the retail products Personally I recommend spyware doctor but spysweeper and pest control are also highly rated products in this area.
The other problem that can slow a system down is not enough available memory (RAM).. You can do one of two things
1.buy more memory
2. if you have a lot of programs loading at start-up this can eat up a lot of memory. click on start then click on run a little box should pop-up type MSCONFIG then click ok. A new window will open may take a minute on the far right you'll see a tab called start-up click on it. now you see all the programs that load whne you start your computer. If you are not using some of these programs you can disable their startup by un-checking the little box.

This is almost certainly because of power management.
The processor only runs as fast as it has to for the task in hand.
A processor intensive task would cause the power management to automatically increase the processor speed to it's maximum.
The reason this is done is to conserve battery power so that the batteries last a reasonable amount of time when you're truly mobile. It also cuts down the amount of heat generated and thus reduces the amount of time and duration that the processor fan has to run, saving even more power.
If you only ever use the laptop with a mains supply, you can alter the power saving scheme to "Always On" in Start > Control Panel > Performance and Maintenance > Power Options and then change the selected scheme to "Home / Office Desk"
The processor will then run at maximum speed all the time but the laptop will run much hotter and the fan will run a lot more often and for longer periods.

First, it would be wise to check the processor fan... Your PC will tend to run very slow in the case of processor over heating. The fan might need replacement. You might need to replace the fan regularly specially if you live in a dusty area.
If it is not the processor fan (or any other fan). Take my advice, just back up your data. Run a virus check on some other clean PC. Re-install the operating system. If you are a happy Windows user that might be the case for you.
It is important to note that upgrading the processor doesn't necessary mean that your computer would run any faster. The amount of memory you have might play a more vital role for most applications. If you are one hell of a gamer, you might consider upgrading the display adaptor. (commonly known as the VGA card)

There may be number of reasons for a computer to run slowly. Anyway , try doing some thing like the following steps. Go to run command , type msconfig. there you can disable some programs from the start up that do you do not need at all the times. then go to properties of my computer then advanced then performance settings then at visual effects select adjust for best performance.then clean up your hard disk for unnecessary files. clear temporary files and also temporary internet files. then update your antivirus and make a complete scan.

Alright, all of you smarty-pants. I'm having the same situation, I think. Just a shot in the dark, but it seemed to correlate with my upgrade to IE7.
My laptop drastically slowed down about 2 weeks ago. I use McAfee and CA's anit-virus, anti-spy, etc. [one constantly active, one to do periodic scans.] I cleaned up my disk, defrag'd, optimized. But it still crawls [barely] through graphics and I cannot play most of my games.
My computer automatically generates an error report that I dutifully send each time to no avail.
Any chance that it is a bug in IE7?

Remove Spywares,

How do you know? Is it that the system is running slow? or that programs aren't responding? or just that according to the task manager the cpu useage is high?
Check your list of running programs, check how much memory you have, run anti-virus, anti-spy scans, defrag, and cleanup your hard drive.
