Ok well there are only a couple of things that stop water from filling the tank. No 1- There is a manual shut off valve under the tank on the wall. Make sure it is turned on or open. No 2- depending on the type of fill valve. It is either a ball valve or a newer type commonly called a fluidmaster. The old ball cock valve is a large ball connected to a rod which opens and closes the water valve. When the ball moves up and down this opens a water valve allowing the tank to fill. The newer kind usually Fluidmaster is a round plastic cylinder as it lowers it opens a water vave. If you have this kind of fill valve turn off the water supply on the wall. You can twist the plastic round piece counter clockwise and it pops lose. There is a rubber washer under it and it can be clogged by a piece of rust. Put it back on and turn on the water. Now if you have the old style ballcock it is usually easier to just replace it with a fluidmaster. They are pretty simple to install and step by step directions on the box. Good luck

All moving parts are in place, and working, except water does not refill the tank. Therefore, I cannot flush, even if I do it manually by pouring watch into the toilet bowl directly. I...

I just had a similar problem. I have the newer fluid master guts and my toilet wouldn't fill back up. At all. As if the water was off. The sink still worked and the temperature last night didn't go near freezing. The shut off valve(located under/behind the toilet) I replaced last year has a pressure sensitive failsafe inside that will stop water flow if the pressure is to high. This normally only happens on well water or in areas where water pressure changes drastically. Hope this helps anyone

My brother had to replace the ball with a Fluidmaster. While the toilet flushes, it does not refill the tank. He has to flush once to fill the tank, and then flush as normal, that works. When he called the manufacture, they told him to turn the pop-off counter clock wise, he adjusted the chain many times, still no joy.

Check the float valve. It may be stuck. It's that thing in the left corner of the tank. It may have an arm with a flooat attached or a float attached directly on it.
If it is sticking or clogged with sediment, best to just replace it. Easy job.
Pickup a Fluid Master at the local hdwr. store, about $10.00 and just follow the instructions.

Insure that no water valve has been shut off under the water tank area. If you have water -- then you propably have to change out the water fill valve. Buy a Fluidmaster -- fairly easy to install -- costs about $6.

I tried this solution after my toilet tank did not refill. Although my Fluidmaster float did not "pop-off" after turning it counter clockwise, it did free whatever was blocking it and now the water flows freely. Thank you for your solution to my and others problem.

You didn't say if there was water coming and and then leaking back out. Just go out and buy the whole internal working for the toilet, that way you have everything. They don't cost that much and come as a unit. go to people who know what they are talking about, Home Depot is a good choice.

For a temporary fix, just lift that ball up.
Something is wrong with the chain mechanism that is holding up that ball. It could be too loose. They sell kits for that at the hardware store, and they've had your question a billion times go ask there.
Mandy has given crappy advise as usual. You don't call a plumber when you've exhausted the ONE thing SHE knows!
Happy flushing!
