New York are curretntly 5 hours behind Blackburn, UK so the answer is therefore 13.00hrs or 1pm

The eastern US (including central NY) is generally five hours behind the UK. There may be slight variances when switching between summer and winter (EST and EDT), though.

UK is 5 hrs ahead of US Eastern time. So, if it's 6PM in UK, then it's 1PM in New York.
