The term softwood and hardwood as used in the industry is really a misnomer, softwoods come from coniferous trees, hardwoods come from deciduous trees. The hardness od the wood has nothing to do with these terms. Balsa wood comes from "hardwood" trees. A tamarack is a softwood tree, but its lumber is very hard. Western red cedar is very soft compared to many species of lumber.
Norman... is that a typo or something, here is an excerpt from the link you posted... clearly states it is a softwood: "and one of the most highly-prized softwoods, "

Density
One of the lightest commercial softwoods, the density of Western Red Cedar at oven-dry conditions is approximately 22 pounds per cubic foot with a relative density(specific gravity) of 0.35. Comparative oven-dry densities of cedar and some other softwood species are given in Table 1.
Cedar's low density enhances its insulation value and makes it an easy wood to transport and handle.

generally hardwoods are deciduous and drop their leaves in autumn, evergreen are softwoods, and cedar is a member of the latter family
so the answer is SOFT
and I believe Balsa wood is classified as hard, but you didn't want to know that, sorry

Hardwood trees are decidious trees, that is they are trees that shed their leaves, like oaks, maples, walnuts, pecans. Soft wood trees are coniferious, that is they are evergreens, like Pines, Firs, Spruces.
