Video CD's, DVD's, even Music CD's can contain data files. They all work in your PC and can contain programs that could be virii.

They won't effect your home DVD player, but they could definately effect your PC.

If you are talking about VCD/SVCD - No!

If you are talking about VCD/SVCD's made on computers - unlikely, but possible. Their menu is a program... that CAN be run to do some "action" :)
However, you shouldn't be worried, I saw none, except the one I did as a "proof of concept" a while ago!
