Generally speaking, it's an illusion caused by their broad shoulders and bulky latimus dorsi--the lats.

It's helped by the fact,as mentioned in other answers, that there aren't a lot of muscles in the pelvic area to build up.

Bodybuider's waists *can* be upwards of 36" on the largest of them (The heavyweights). And 36" isn't "small". But, when you see a 36" waist beneath a 54" chest (not uncommon, again, in the heavyweights), it appears small.

They probably just have the appearance of a small waist. As the rest of their body gets bigger, the waist will look smaller. There isn't a lot of muscle that can be 'bulked up' in that area so it is bound to look a lot smaller in comparison.

because genrally fat in the body always get saturated near the waist line & exercising causes these fat to burn & muscle guys do lot of that so this guys have small waist line

Normally Body Builders always neglect this exercise where they exercise their wrist muscle by just using a simple bar bell. This is because normally, these exercise is not manly and not normally practice among body builders. Lucky I do it myself, therefore my wrist is not really small!
