It's called such because it covers the part of the skin overlying the pubic bone at the front of the pelvis. In women it usually extends to cover the labia majora; in men it may cover the lower abdomen and inner aspects of the thighs. Of course, there is wide variation between individuals, depending upon genetics, hormone levels, etc.
