I have been through this myself. You will need an agent.
Publishers do not accept unsolicited manuscripts. Unfortunatrly,
the only agent I could find wanted monry up front. Not alot, only
$75.00, as I recall. The money was for critiqueing the manuscript.

First, if you haven't, you should find an editor. If you submit a book with glaring grammar mistakes/poor sentence structure/ low-impact first sentence/etc., no one will look at it beyond the first paragraph, be it an agent or publisher.
Second, be careful about agents. If they charge you a fee to look at your manuscript, they are not legit agents. A legit agent selects 1% of the manuscripts s/he receives and returns the rest. They will only accept those they are fairly sure they can sell and they make money from selling your book, NOT from critiquing it! Never pay an "agent" for a critique. If your book is good enough, it will sell without you paying. Be sure to check the sales record of an agent before accepting a contract. Some calling themselves agents have been in business for years and have never sold a book to a publisher.
Third, if this is youth fiction, your book is likely long enough for that, but otherwise, it is actually a novella, not a novel, so look for publishers who accept novellas. Try www.duotrope.com -- it's a free market search site.
Or, self-publish. Before you self-publish, though, make sure your manuscript is in excellent shape. Have it read by other writers, preferably, or a professional editor if you can afford that. Most charge $2 per page.
A few good POD companies I've found:
www.infinitypublishing.com (the one I use - personal, friendly service)
www.lulu.com (free except for ISBN)
www.iuniverse.com (corporation-type service)
Avoid PublishAmerica and be wary of AuthorHouse. There are tons out there. Read their terms very carefully. Study the process of publishing before signing anything.

Firstly it is a bit short - they (publishers prefer 100K words).
2nd - buy "Writers and Artists Yearbook 2007 -which lists Literary Agents and Publishers by type.
