Absolutely. Of course the winter weather is unpredictable. The New Years eve festivities are the highlight, it's a bit like New York's timesquare but not as busy. The casino and surrounding hotels are usually quite busy at that time, and for other fun Toronto is only 1.25 hours away.

Niagara Falls Canada is a winter wonderland in December, so yes, I would have to say go.
You can not wait for a quieter time regarding tourists because there isn't one. But for sure go to the falls early in the morning before the tour buses arrive.
Did you know that the waters above Niagara Falls are home to the largest number of different gulls in the world?

No, for the reason that millions of oturist go there, you might not find even now a hotel. Its also very cold there. Maybe try to go either before or after the holidays.

as long as you anticipate the likelihood of cold weather (and wind!), you should have an enjoyable time. Not as nice as summer, but still more than worthwhile.
