she is on medicine but this is now the 3 time in 3 months that this is happening. I wonder if surgery is really the answer. I hate to put her down because we love her so much. We are starting to be overwhelmed with the money she is costing us. We have kids that are gonna get sick soon with the weather so we will need money for them soon also so it is charge, charge, charge.?????

Medication can be expensive if she needs to take medication for the rest of her life. If you can not afford surgery (I am assuming that would cost a lot) then I guess putting her to sleep or just paying for the medication is a better idea. You shouldn't put a dog down unless it is in real pain and you really do not have any other options.
You should consult your vet about the problem that you face. They would give you the best options.

Yes, unfortunately vet medication can be expensive. Is it a joint or bone problem? You can treat that with OTC glucosomine and controiten, your vet should be able to give you the dosage. There is also acupressure and T-Touch for dogs that may help. You can get books on both. Please don't put the dog down. If you can not afford to take care of it, take it to a non kill shelter/rescue so they can find a good home for her.
