If I am emptying the contents of the glass then it is half empty, if I am in the process of filling the glass then it is half full.

Half full. I don't think it's possible to have a 'half-empty' anything. Nobody even uses that term except in a question like this.
E.g. The box is half-filled with toys.
I don't hear anyone saying, "I have a box that's half-empty with toys. Or I have a bag that's half-empty with books... my stomach is half-empty... " etc. etc.
