w/schizoaffective disorder, but doesnt appear to have active hallucinations, is othewise coherant, can converse OK.
Is this a sign of needing more meds or just a baseline thing they have?

Maybe because noone else shares their unique sense of humor and they're tired of people telling them they're not funny.

I must have a problem myself as I laugh and smile to myself, the reason being I'm a happy person with a wicked sense of humour,
I may be epileptic but Not a SCHIZOAFFECTIVE disorder I can
assure you. if more people laughed the world would be a happier place.

this person is probably hearing voices ie; auditory hallucinations. it could be a sign of needing additional meds, or an increase in meds. it depends upon how debilitating it becomes. if the person begins to act upon what the "voices" say, they definitely need meds adjustments. they have the right to refuse meds however, and this can be extremely difficult to deal with. very best of luck to you.

I don't think that's a real sign of any mental disorder. I always laugh and smile for no apparent reason whenever I'm nervous, which is most of the time.
