any indian can becme IAS by clearing UPSC CIVIL SREVICE EXAMS conduct by govt.of.india every year.you can apply after completion of graduation.every year govt release the notification seeking for applications from eligible candidatesthere r three stages in selection.
1) priliminary exam
2) mains
3) interview
