When budgerigars start the mating routine the male will start to regurgitate food, looking like it is being sick and start to feed the female, he will then jump on the females back and wrap his wing around the female to hold on.
If you wish them to breed you must ensue that the perches that you have are steady with no movement so the birds can perform there act

It's a very cool thing. The male starts to bob his head and singing love songs. Then he gets the female on a branch, then the female puts her head and tail up while the male gets on top of her. The male usually loses his balance, but when he mates he stands on the female and puts his tail down toward the female and then , we all know what happends. During that they usually spread their wings sorta. Once they are done they go back to their places and act normal. 8 weeks later, come the eggs.

the male budgi court the female first by flying from pearch to pearch in between feeding her, then the female bend down and the male jump on top of the female and mating start he stretch one of his wing around her neck to hold her and in a circular motion he mates in between he change sides, it can take from 30 sec to few minutes for the mating to finish.

I think they have a little ritual, most do. I want to be very delicate in how I say this.
When the male is on the female's back, he is using the same equipment that a male dog or cat, rat, hamster, etc would use. We don't see it because of the bird's feathers.
