it's actually "qu'est que c'est". It means What is it.

Qu'est-ce que c'est = "What is it/this" in French.

I believe what you're shooting for is "Qu'est-ce que c'est?" which is French for "What is it?, and is (roughly) pronounced "KES-koo SAY".
