I think when duty calls then yes because they are required to serve & protect so when they are out serving and protecting then they can ignore you....but they are required to give it to you otherwise.

Well if you ask a police officer then he has to show you or tell you his badge number. Although, if he is with a suspect you may not get an immediate answer, but eventually he will get it to you.

Why would you need an officers badge number anyway? If you want to report a police officer just get their description, their car number, or where it was and what time they do keep logs.

If a cop is busy with a suspect I wouldn't bother him to much, they have a crime called 'Obstruction of Governmental Operations' and you can be arrested for that.

Texas police are not required by law to show a badge number or to show identification. Most officers in uniform will laugh at you if you ask to see ID. Plain clothes officers, who are identifying themselves as officers will usually be happy to show ID. Many departments have policy that requires officers to give their name and badge, or ID # to anyone that requests it. My department does. I have an ID # but not a badge #. My badge has the name of my department and says Sergeant on it. I am not required to write down my name and badge # for someone that asks. I will if they are nice about it but if they are drunk or a jerk I tell them once to comply with the rules. My favorite tactic when a jerk demands my name and badge # is to issue them a citation with that information printed at the bottom. Some places require officers to give a business card to anyone that requests it. As to your second question you can call the department and ask to speak to a supervisor. If the officers violated any policy they may have to fade some heat but from your brief question it appears that you may have been pushing too far. I wasn't there and I know you probably left out details for brevity sake, I'm just saying that's what I see reading between the lines. I hope this answers your questions for you.

If they are dealing with you, or someone in your party then yes they have to give you their badge number. I dont think you can walk up to a random police officer and ask them for their badge number. Due to recent crimes commited by men posing as police officers, I would say they have to give you their badge number and if they dont well you might have a problem.

I am NOT required to provide you with my badge number. I don't quite understand why people think I must provide them with this information. If you are the one getting arrested, my information will be on the report. If not, tough. If you want to know my badge number, call the station and speak to whomever you can and explain the situation etc, etc. I assure you, if you are some cocky person walking up asking fo my badge number, I'll be asking you for your ID. When you refuse, you'll find out my badge number.

Usually they are wearing their badges and you can see the badge number on it w/ their name.
If they are busy w/ a suspect, they are not thinking about giving out their number. They are more concerned about their safety. Wait until the situation calms down.

To ask for 'his' badge number, means you wish to see the badge and memorize the number?. This also means that you have a serious issue with his/hers conduct, or you as a citizen have 'the right' to ask for identification. If he/she refuses, look at the shirt collar, (if they are in uniform), it should be there also, unless he/she is a detective in civilian clothing. In that case badge must be shown for examination.

Of course they can ignore you if they are in the process of dealing with a crime.

What do you expect, to be able to step in front of an officer who is chasing a criminal so you can get his badge number?

HOWEVER

If you have a legitimate reason for asking, and they can give it to you without interrupting their duty as an officer, then they should show you.

But you have to have a legitimate reason, you can't just go round harassing any officer you see for their badge number.
