Clearly she isn't ready. Bitches only come into season twice a year.
They will not receive a dog at any other time.
Is she bleeding? Swollen? Unless these signs are present, it is unlikely she is in season. There is a very narrow window for mating with dogs.
When she is ready, she will receive him. A very few bitches are totally unco-operative, in which case a sedative from the vet may help. Sounds like you need to get some help from your breed club too.
And yes, I too hope you aren't just a puppy farmer! I do hope you are following the breeding guidelines of your breed club.

Bitches will only breed at the right time of their heat (reproductive) cycle. There is nothing you can do except wait for the right time and nature will take its course. Why do you want to breed dogs? Have you had them tested for inherited problems? I hope so.

Wait til she is in heat, and she will cooperate when she is ready, if she wants to mate with the dog. Bitches are not always ready to mate the way a dog is. hmmm, kinda like human beings LOL

Female dogs are like women in general - they like to play hard to get.
Give her some time she'll come around eventually when she feels fit - let your male & female sort things out by themselves - don't interfeer too much unless they become violent with eachother. In the interim give both of them lots of love and attention equally - this way they don't feel threatened by you perhaps loving the one more than the other. Dogs are very jealous when it comes to their owners - trust me my siberians are probably the best example of how to be jealous little sweeties. Good luck!

She is not in heat. When bitches are not in heat they fight tooth and nail not to mate. However, once she shows signs of being in heat she will be more receptive, and will mate with ur stud.

Maybe you shouldn't try to breed them at all, because there are already so many unwanted homeless dogs(and other animals) out there.

well is she in heat??or is he just going through doggy puberty and flooded with hormones and trying to hump everything? maybe she doesn't like him- it happens often enough, especially if she is an alpha type and he is a lesser male
