A quick way to go faster is to add aero bars, you're more aerodynamic and will be faster.
Other ways:
lighten up your bike or yourself, pedal in circles, 85-90 rpm cadence.
The best way to get fast is to ride fast. This takes time, but if you break it onto intervals you can ride for a minute or two, rest for the same amount of time, then ride fast again. Eventually you'll be able to sustain higher speeds for longer durations. You can do this twice a week and do a longer slower ride once a week for endurance.

Build a strong aerobic system. If you have the capacity to spin longer and maintain a high cadence you will go faster. Work on your anaerobic system next, building strength in your legs. You can always spin an easier gear to reduce the load so the aerobic system comes first. Interval training works well also.

in addition to good pedaling technique, ride an aerodynamically designed road/ TT bike. aero bars will help, as will using the drops on a regular road bike. Basically, the majority of the drag comes from air resistance, and cutting this down will increase your speed.

Instead of pedaling up and down, use circular motion. You'll know you're doing it right when the chain starts lifting off of the front sproket from centripidal forces. :-) Make circles with your feet. Pull up on the pedal as well as pushing down. (you need pedals your feet will attach to, clipped or clippless). After you get the hang of it, you can get extra bursts of speed combining circular motions with a techneque called 'ankleing'. Just how it sounds. Combine spinning circles with the up and down motion of the foot from the ankle. It's good for shorts of speed.

Learn to spin in the lower gears like Lance Armstrong for a sustained period of time.
Also, spinning in the lower gears doesn't beat up the knees like mashing in the higher gears.
