adobe photoshop is most proffesional and best
for small modifications, google picasa is good enough. its free too.

You know you don't have to use just photo editing software. Any image software can be used to edit a photo.
For freeware of shareware try c/net. Or even do a search on freeware photo editing. Right now I am trying Photo-Brush which I like and Photogenics HDR. What I don't like about HDR is that you can't transfer a bitmap into it without changing it to a jpeg first but that's minor.
The only thing I would recommend is that when you download freeware or shareware, immediately run a spyware cleaner on your machine. Sometimes you get those nasty little riders along with your download but they are easily dealt with...

the gimp originally made for linux there is a distribution for the pc which also needs the gtk runtime enviroment basicly the equivalent of photo shop for the pc

Purely in terms of comparative functionality, probably the Gimp. It isn't remotely user friendly and the UI is painful though.
