If my best friends brother is always telling me “impressive/funny” things about himself/situations he has been it, is he tottaly focused on that? what is his motive?

He is 19, and I am 17. He is always very enthusiastic to explain things to me, or tell me “funny” stories.

I would say he is interested in you and doing what he can to gain your interest in him. Though keep in mind he is an adult and you are still a minor legally. Things have to progress slow enough for you to become of age, so perhaps it is the start of a potential relationship. If he starts pushing and wanting things to develop faster than your age allows He could be saying whatever just to have his way with you. Every one is different, but most guys of that age are motivated by their hormones. To them each girl is a conquest, but the girls are cast aside once they have submitted to the guys desire.
Guess that isn't much help being it can go either way. But trust your instincts and keep yourself and your own best interest your first priority. Think about it so you know what you want from it and stay true to yourself. Never give your power to some one else to control you. Even if you like him and want a relationship with him maintain who you are and set the ground rules for him to conform to. if he truly is interested in you he will respond to your wishes. If he gives up and moves on at least he didn't take anything away because you didn't submit it for him to take.

Well, from the sounds of it, I think that he likes you, how much...from the depths of it, hott! But it might feel wierd for him to admit it. impressive/funny, are two characteristics that girls like, but in this case, it sounds to be annoying. So I would say he has a definite crush!

He's trying to build himself up with you. Making himself look good. He could just be arrogant and self centered always talking about himself, or he could be trying to spark your interest in him.

He may be subtly flirting with you...
If he doesn't act this way with everyone, I'd say it's more you he is so focused on.
