is it normal to be fat and have a hard stomach?

my sister is a lil over weight (ok alot) and shes always asking if its normal for her stomach to be hard and i cant help bc i dont know if its normal

It is. All it means is that she's muscular under the fat layer.

If she has good muscles under the fat layer yes.
