I agree with Ronna S - we consume far too much in this world! Though it's hard to fully answer your question as you haven't given any extra detail - e.g. what the gift was, does this relative always give second hand items?
You may want to consider the possibility that, for financial reasons, they have chosen to give a high quality used item rather than a lower quality new item - the two may cost just the same but they want to give you the better quality item. I would much rather be given a second hand Gucci handbag than a brand new chain store one!
Also, what if the item given is only available second hand - e.g. a book that's been out of print for many years but which the giver knows you would love to own? I have only just this last week given my Dad's partner a 1900 book for her birthday and she is absoloutely delighted with it!

It is not for you to tell anyone what to give as gifts.
As far as getting a message across about how tacky it is, I can tell you that gossip is the best way. Gossip about another person, and talk about how terrible it was that they gave a used gift to someone else. Your relative will catch on.
If this wasn't the response you wanted to read, I would highly recommend telling your relative what you think, and see how they react. There is no polite way to say something like that, because it will offend the relative no matter what.

My sister told our aunt the same and she got mad and stayed mad for 9 months.
Just accept the gift and whenever the relative have an event such as a party or shower then you go to your nearest thrift store and get him/her something used and I'm sure he/she will get the hint.

it's not the gift , but the thought that counts. Not! accept the gift with a crazy look on your face. If they say what's wrong then ask is this used? and keep that crazy look going.. LOL

Why would you want to tell them that? It's better to give than to receive and at least they are thinking of you. The Holiday seasons are for times of giving and love.

anyhow tell her you have thank you to many t hings on your baby already and propose she supply her issues to the salvation military or something. purchase her basically used issues, except she is adverse its tremendously impolite to furnish what shes been giving for x-mas in my opnion. supply her used cookbooks and garments and spot how she likes it.
