I have a 3 foot antenna with a midland CB. I do have a SWR meter that I bought from radio shack, but can't tell if its working or not.

Sounds like you have a Fiberglass antenna. If so you should make sure to have exactly 18 feet of coaxial cable attached to it. Then with the SWR meter hooked inline you can trim the coax or pull the end cap off the antenna and trim the wire running up inside it(recommended to do the coax as the antenna can be ruined this way). You want to set the radio on channel 1 and adjust until you have the lowest reading possible on the meter. Then set the radio on it's highest channel and do the same thing and it should start working the way it's supposed to. Your antenna should not be placed next to any metal parts of the vehicle(i.e. on fender next to roof) it needs to be out away from those parts to get proper signal strength.

JC Whitney sells the cheapest tuning equipment that I can find. I think a standard unit is around $35.00 or so, plus shipping. Check it out @ JC Whitney.com

you want to match it to 1 to 1 or as close as you can while you are transmitting, the meter will just read it, not change it :)
