A Media Buyer's sole responsibility and/or function is to buy media space, negotiate for the same and make payments for the same. However, a Media Planner has a range of duties like selecting the media , choosing the media option or media vehicle , deciding on the channel , publication , location , timing and even scheduling of the communication. Lastly, he also deals with media buying once the plan is freezed.

I realize this is a very old thread and that Sonika did a nice job answering the question. The only thing I want to add and emphasize, is anyone can buy advertisements online or offline. It is very easy to spend money. However, a skilled practitioner will know how to get the most bang for the buck by making very thoughtful decisions. Someone who has this ability has a combination of education and experience.
If you need this sort of service, contact a company like theWomen's Marketing Inc. to get the media buying help you need.
