Yes you need to seriously throw it away! I would also check the rest of the cabinets/food pantry to make sure that it didn't get into anything else. Yes rats are filthy rodents and cause a large variety of different diseases (not just Hepatitis).

Hell if you had any idea of how many rat parts you eat when you eat ground beef you would not eat it. No a rat will not kill you if you cook the rice, but it is kinda yucky and rice is cheap. I would lose the rice, and if the rat is alive keep it as a pet, I understand they are quite smart.

rats carry ALL sorts of germs and diseases (rabies included).
you should throw out anything the rat might have come in contact with. throw out the rice AND the container you had it in. you have NO clue what the rat had or what it came in contact with-i wouldn't even play around with this-throw the food out and clean the area you keep your food in well with very hot water and bleach. set up rat traps in the corners of your pantry and in any cupboards.
