no it does not, for example look at gymnasts and divers and cheerleaders, they are normally short and probably the three sports that stretch the most, however stretching will increase the length of a muscle, but that wont make bone grow for you to be taller, stretching for height is just a myth

You'd have to stretch to a severe extent for prolonged periods to gain even a little height. People who were stretched on the rack (a medieval torture implement) were reported to gain a little height, but i wouldn't recommend this!

I had a Polynesian friend try that once, he got about an inch taller over the course of one summer, I think he actually hung from a horizontally placed pole though.
