Is he neutered? That's one place to start. If the answer is yes, then, he may just be a vocal cat. Some of them feel they have to keep up the interaction with you. If he stops when you feed him, then maybe he isn't getting enough to eat. Feeding instructions are general and cats are individuals. They don't all grow up to be the same size, some require more food than others.

You could try leaving the dry food down and available all the time. Contrary to what some seem to think, cats, given the opportunity to eat a high quality dry food, will not overdo it and get fat. It's the treats and low quality food that pack on the pounds.

Squirting him with the water gun for vocalizing is just plain mean. He is trying to communicate something to you, if nothing more than that he loves you. That does not deserve punishment.

Is your cat neutered?
If not that might be the reason for the constant long, loud, howling meows.
It's possible that there's a female in heat somewhere around and he knows she's out there and he's calling to her.

If he is neutered then my best advice would be to take him to the Vet and have him checked out.
I was going to say that maybe he's just a "talker"..one of my cats is but it's not a constant thing...if you talk to her she meows back but that's nothing like you describe.

is he fixed? could be calling for a mate and doing a basic male howl.

is he purring when he is in a mewoing fit? could be signs of serious internal disease and he's in pain and is plainly crying out. purring is for being content or in serious pain.

does he do this against walls or facing walls? could be you have insects or mice in the walls and he hears them. most cats can hear a roach through a wall at 8 feet.

do you have an air purifier running, a room ionizer or any type of fan or item that is always running while he is mewoing? most items like that send off a high pitched sound that we can't hear but is very irratating to animals. also do you or a neighbor if in an apt/condo have one of those plug in insect repellers? those send out a high frequency through the power lines in the building...cats can pick up on this and again very irratating to them.

pay attention to where he is when meowing, what is going on, what time of day, what he's looking at, is he coming to you and meowing and going away and meowing elsewhere as if to call you? he might be trying to show you something. think of a cat as a 3 yr old that can't talk yet....he is doing the best he can to get your attention for something.

if he has siamese in him, then this is part of their nature...they are talkers, some non stop.

If he keeps meowing enable him exterior, if he would not prefer exterior play a interest with him. If that doesnt paintings sparkling out his muddle field. take him to get him fixed if he isn't. it might also be in relation to something you are doing that causes him to behave that way. do you always respond to him? If you feed him when he howls he is going to associate the bad behavior with being fed. but then again it might be there is something physically wrong with him, has he been throwing up? or had runny stool? is he drinking enough water? maybe a vet visit will be the best solution.

Is he fixed? If not and there is a female cat in heat in the neighborhood, this would affect him. Otherwise, I would consider that something might be ailing him. Given that this is a change in behavior, it may be worthwhile to take him to a vet and make sure there isn't something wrong.

maybe he needs to go to the vet and be neutered, there may be a female nearby that is in heat or he could be in pain so either way a trip to the vet might be a good idea. or get him some company AFTER he has been fixed

It may be that it is time for neutering, but if he's meowing all the time like you say, I would take him to the vets office, sounds like something may be wrong, don't squirt him w/ water. The kitty may be sick or hurting.

My cat used to do this because she was in heat. Get your cat "fixed" and no more meowing! Problem solved.
