In a lot of places you are LEGALLY obligated to report suspected child abuse to the proper authorities. (And morally)
So report it.

Talk to her. Ask her why she feels it's necessary to do this...Then provide her with a list of parenting classes that are offered in her neighborhood.Stay close to the family and if you see it continuing then call CPS.Maybe she needs someone to take the kids for a few hours a week and you could help, or maybe it's only resolvable by county intervention. But, give her a chance to understand you don't approve, and try to help her find a way to learn how to be a good parent.

First and foremost you must help the children. They are in a dangerous and unhealthy environment. No child ever deserves to be abused. Call your local child protective services and report the absue! Once you have done so talk to your friend and tell her that you regret having to get child services involved but that she has a problem and you had to help her children. Tell her that you believe she needs professional help and that you are there for her.

I would encourage her to use time out as an alternative. I would also tell her how you feel and explain they she may be hitting them to hard out of anger. That is why you should not punish a child while you are angry it tends to be bad all the way around.

Call your local Division of Health and Family Services. The calls are anonymous. I'd do it in a heartbeat. It's about the kids, not your friendship.

The first question is- is she really abusing them. I don't know how you believe a child should be disciplined, but if you believe a child shouldn't be spanked, then, it may just be your view getting in the way. If you are sure that it is abuse, call child protective services. They can help, and may even be able to keep you anonymous (not really sure how it works.)

If she is your freind then she should listen to you. If she does not want to listen, then you need to call CPS. But, try to stay freinds for the fact that afterwards you will be able to find out if the child ends up ok.

Most people don't realize what they are doing is wrong until they see themselves doing it or someone speaks up.
If that don't work the report her, if you really believe the kids are in danger.

I think you need to just tell her ... the kids are the issue here.
You might lose your friendship with her though.
You should also threaten to report the abuse if she doesn't stop
