Do you mean to actually have the body exhumed and moved or to just be put in a differnt plot than the family wants?
If it is the latter then YES unless there is a legal document signed by the deceased to the contrary. The spouse is the next of kin PERIOD.
If you are talking about exhumation...I do not know the issues that would be wrapped up in digging up a dead body to move it. I am not sure what the next of kin laws would be, or how they would relate after time has passed.

as long as she was the executor of his will if he had one then yes, although, it can become a legal hassle for a min. if they try to fight it. But, the wife will win if she was the one who was executor. Otherwise, other family members will have say in it but it will be up to a judge to decide.
