This is the best rule for water consumption:
3/4 oz water (maybe 27 milliliters or so) per pound of body weight.
Easy math is if your body weight is 100 pounds you would consume around 56 oz of water.
If you weigh around 130 pounds that would be 97 oz of water.
You need to increase water consumption if you live in a hot environment, work outdoors, exercise regularly, do not eat fresh fruits and vegetables, or if you use drugs(street or prescription) or alcohol.
When you are drinking a lot of water, be sure to take frequent restroom breaks since you don't want bladder issues from holding it too long.
The generic answer is is 8 glasses full of 8 ounces of water. 64 ounces of water is 2 quarts. That's a little bit more than 2 liters.

I believe it really depends on the individual, everything from individual physique to medications and diet have an influence on how much water you need to be drinking. I dont go by any rule myself, but I usually drink a glass of water more than what I think I need at any part of the day.

I am not sure of liters... but usually it is assumed to have 8 glasses of water a day (and that can come in many forms such as foods or other drinks)
