I would say, making nails out of substandard iron only minimized the strength of the structures they are used to keep together. So, though a nail seems small and insignificant, the purpose for its existence is great. Therefore one is not wasting good iron when making it. This is the same for militaries. Though one man may appear to be worth more than what some would value the job of a soldier, many of these good soldiers together make up a superior military force.

It means that both nails and soldiers serve a useful and noble purpose, so a nail is a good use of iron and a soldier is a good purpose for a man.

Just that, people shouldn't waste iron to make nail or men to make soldiers.
