I tried in Command -Prompt in Windows XP, hope it is the same.
I typed in [exit] (without the brackets).

Try the following:
edit config.sys

See if there is a line in the congif.sys file that says "DOS mode = Single" (Or similar to that - been too many years since I did 98)
Type REM (followed by a space) in front of the line
Reboot the PC and see if that does it
If that does not resolve the issue, you can removed the REM from the file to put it aback the way it was

If you can not get in to edit the config.sys file, rename it (say to config.old) and reboot. Once into Windows you can go and edit the file and rename it.

if windows is installed just type win or win. and press return as that is the executable file that boots windows.

If windows is running, but DOS is covering it, say 'exit'
If windows isn't running, and you've just got DOS, say 'win'

sounds like you screwed it up to me, there won't be a command just to get windows back on.
