If you receive ATC instructions that you feel may compromise safety or will cause you to violate an FAR what should you do?

I need to find this in the FAA/AIMs

Remember my three favorite numbers: nine - one - three. Also known as FAR 91.3 which states that the PIC is the final authority of the flight. So, rather than read back what ATC tells you you could simply say 'unable'.

The final word comes from the PIC. If you feel that an instruction given to you by ATC cannot be followed for any reason, you can call back and ask for a different clearance.

If ATC gives you instructions that compromise the safety of flight...You may deviate from them but you must notify them that what they are telling you to do will not permit safety of flight. You are the PIC and therefore in sole command of the aircraft and its passengers.

wow... i am in flight class right now and my instructor told us this and we read it in the far/aim book. it says that if ATC give you instructions that could compromise your safety then you supposed to radio back and tell them. then they will tell you different instructions.
