Will the fact that the "use of foreign computer hardware engineering services also will serve to limit job growth" be a mojor obstacle?

It is possible. But it boils down to supply and demands.
Some type of engineering require domestic engineers and not consulting services. But the number are limited.
There are demands in US and canada but don't know the supply situation. There may be fewer engineering students than before also.

The job oppurtinities are almost the sam in both the countries...!! I even feel India has better job opportunities. But the fact of the matter is that for the same job you get paid higher in the USA. That is because of the higher cost of living over there, as well a shortage of qualified manpower..!! Thus is the person intends to work there, there are disadvantages too, racial abuses, disccrimination etc have increased too after Sept 11...!! So weigh your options and decide..!!!

The Q is 2-fold really,,

One is to achieve the skills and knowledge - then u fit wherever u deem fit - USA is not a Non-return-Valve...

Then ur statement - safe - is irrelevent, unless u mean economical (from fast earning point ov view). For that also, there are many fast earn spots on the 3rd world, like mid-east, malaysia etc..

Your major obstacle will be your lack of command of English. Is it safe to pursue a career in computer engineering in the U.S.? About the only dangerous aspect of it that I might discern would be boring oneself to death.
