Birds puff their feathers out to create a layer of air in the feathers, which is very insulative. The warm air caught in the feathers protects little birdie from the cooler atmospheric temperature, much like a nice big down-filled quilt.

For the same reason we layer our warm clothes. it allows warm air to surround the body of the bird on the inside and keeps the cold from coming in. It's like a sweater when the feathers are down verses a coat when the feathers are up. have fun. :)

Im guessing it is to keep warm and maybe to bathe themselves too because my english parakeet does that also and thats what I am guessing is why.I dont completely know though.

well it can meen many things, one shiffers maybe its cold or felt a draft. also it might be dry feathers and need little bath ect.. i know my cockatoo does that alot since she has dust in the feathers. hope this helps!
