Yes, it is quite legal at this time despite Government attempts to try and stop it, but that will never happen. To them, it is too small an issue to take seriously at this time in view of other more important matters like the involvement of Canadian troops in Afganistan.I have Limewire Pro and have enjoyed it for some time now and unlike Kazaa, it is not spy infected or deemed a security issue for my Firewall or security programs.

Yes it is legal to use that software.

It is NOT legal to pass around copies of copyrighted files, ie, music, software, etc.
