In women there is:
Turner’s syndrome it’s also characterized by primary ovarian failure, or gonadal dysgenesist is usually associated with non-functioning ovaries, and hence there is no estrogen development or breast development.

In men there is:
Klinefelter’s Syndrome – is expressed XXY; these males mature normally until puberty, then they never develop facial hair, voices do not change, and have low levels of testosterone.

It could be normal delay, physical stress or disease, or a hormonal condition. Here's a short list, wiki has detailed links:

-Variation of normal development (constitutional delay)
-Prolonged high level of physical exertion / being an athlete
-Systemic disease (e.g. Inflammatory bowel disease, chronic renal failure)
-Undernutrition (e.g. anorexia nervosa, zinc deficiency)
-Hypothalamic defects and diseases (e.g. Prader-Willi syndrome)
-Pituitary defects and diseases e.g. hypopituitarism, Kallmann syndrome
-Gonadal defects and diseases e.g. Turner syndrome, Klinefelter syndrome
-Absence or unresponsiveness of target organs e.g. androgen insensitivity syndrome, mullerian agenesis
-Other hormone deficiencies/imbalances e.g. hypothyroidism, Cushing's syndrome
