That's sort of like asking how much a person should weigh-- it varies by body size and type. For dogs, you want to be able to feel a thin layer of fat over the ribs, but you should be able to feel the ribs easily. There should be a waist just in front of the hips when viewed from the top or the side (I know they are hairy- look when you are giving him a bath and he's all wet, or feel for it). Obesity is one of the most common and most devastating conditions seen in dogs, and it often shortens a dog's lifespan by years, and can make the last years he has very difficult (and very expensive) because of arthritis, diabetes, etc. So put him on a diet and take him for walks every day. Watch the treats and remember that dogs only need about 30 calories per pound of lean body mass- so a dog who should weigh 10 lbs only needs about 300 calories a day. Two or three pieces of cheese and he's already had his daily allotment of calories...

I had a shih-tzu and he weighed around 12 - 13 pounds. I think he was pretty much normal.
